[Rd] Crash from windres in WinME

In preparation for doing a bit more work on RStreams, I installed the
recommended Windows tools to compile R. When the makefile got to a
line calling "windres" (a resource compiler?), it crashed, and left
WinME unstable (even more than usually!). Windres is one of the GNU
binutils, so I installed the newest build, but got the same crash.
Has anyone else seen this particular problem before elsewhere, and
knows a workaround, or is this just one more reason not to use WinME?
