You need x11-development, ie the X11 headers.  Configure does look in
quite a lot of places for both the headers and the libraries.

Tcl/Tk is less dedicated, but you can specify the location quite easily.  
You will have problems if the files have nonstandard names (eg on a
machine here tcl.h is the old version and the new version is tcl8.h, which
doesn't work)
