r-bugs going down temporarily (upgrade)

I'll start upgrading the computer running the r-bugs web server in a
moment (to RedHat 6.0). This *should* be a relatively painless
operation, but you never know... Email to r-bugs is handled by a
different machine and should remain unaffected.
