Hi Paul:

Oh, you are right!  Maybe this is part of the problem.  The issue is
that 'sas-mode-local-map is nil since #'SAS-mode has not been invoked
yet.  I guess we need to put that on a hook or something.

In the meantime, try (ess-sas-global-unix-keys)
