[ESS] ESS, install.packages() in R, and Windows

The easiest fix for this is to add the following to your .Rprofile file:

local({r <- getOption("repos")
        r["CRAN"] <- "http://www.biometrics.mtu.edu/CRAN"
        options(repos=r)})

The URL should be for a close CRAN mirror -- mine just happens to be 
Michigan Tech.
