R process does not start correctly

As far as I can tell, it's related to buffer variable mis-scope.  

If I start my work day via: 
   xemacs -f R 
and proceed from there, everything is fine.

If I start by editing, _SOMETIMES_ things are fine.  And I've not been
able to reproduce it (it tends to happen to me only when I'm in a
rush to finish something, not when I've got time to debug or grab a
stack trace, sigh...  Murphy strikes again).
