R command name completion on Xemacs for Win2000

I don't use xemacs myself.  I noticed that you didn't use exactly the
same startup command that I sent.  There are two hyphens in the argument
  emacs -q --no-site-file
and you had only one in the command you used
> xemacs -q -no-site-file

Please try again with --no-site-file 

Also, I just went through my email files.  The command recommended to
turn off initialization files in xemacs is
   xemacs -vanilla

please try that.
