Correct.  Because the ESS deb's set that up for you.

You need to add a line like:
        (load "/path/to/your/local/ess-site.el")

in your .emacs file.

More importantly, under Debian, it is difficult to have the ESS
package live with a local copy of ESS... I'm having just this
difficulty...! 

(i.e. remove the debian version of ESS if you want to install a local
(updated) copy).
