I concede the point. I just looked it up for confirmation.

The difference is that Depends implies "use for configuration" which is not
true.  Recommends is for "strong not absolute dependency" and "list packages
... found tohether ... in all but unusual installations".

As you pointed out, this fits the issue. I'll make the change.
