Well, I sympathize with your plight.  I seem to remember there was an 
earlier
Debian bug that had to do with not supplying a necessary SAS-related 
file that
was in etc.  But, ess-rutils.el is not installed; you can see that 
clearly by
looking at the install target in lisp/makefile.  And, there are many other
.el files that we don't install; which in fact, would confuse/conflict 
with the
installed files if both existed.  I'm not sure what to tell you.  We are not
thinking about your distribution when we are implementing ESS; we are
thinking about all of our users, many with no distribution such as real 
UNIX.
