[ESS-bugs] C-u C-u C-y is eating the "+" character

the released 14.09 is not giving me a problem.  I don't see any
differences in what
I think are the relevant functions.  That probably means some setting
in my .emacs is
interfering.  It isn't obvious which or where.  I will keep looking.
