No, we better not.  Based on above, I don't think the problem is
ess-sas-sh-command.  Can you execute that?  It seems to be that sas is
not being found for whatever reason.

Here is what happens if I cd into /ess-5.3.7/etc and then enter
ess-sas-sh-command at the prompt.  Is this what you meant when you asked
if I can execute the file?  The permissions on the file are rwxr--r-- if
that is useful for you to know.  I think I read somewhere to check the
permissions.
