This could be the problem. Either sas is not in your PATH, or the
PATH is not being inherited by emacs. Why, I don't know.

No, we better not. Based on above, I don't think the problem is
ess-sas-sh-command. Can you execute that? It seems to be that sas is
not being
found for whatever reason.
