Paul,

I turned off that toolbar years ago.

The toolbar is in
ess/lisp/ess-toolbar.el

It calls the function R in
ess/lisp/essd-r.el

which is the same function that M-x R uses.

I am forwarding this to ess-bugs.  Perhaps someone else has
an idea today.  I can't look at this for a few days.
