[ESS-bugs] Alt+; pressed twice does not uncomment the block in SAS mode

In the ESS[R] mode if you press Alt+; once it comments the block.  If you
press Alt+; again it uncomments the block.

In the ESS[SAS] mode if you press Alt+ once it comments the block.  If you
press Alt+; again it comments the block one more time.

In that sense, it is a minor bug.
