Yes, this topic just came up last week on the R mailing list.

you definitely need to upgrade ESS.
We (ESS-core) particularly worked to make ESS cooperate
correctly with UTF-8 encoded (Unicode) input / output and this
resulted in ESS versions 5.2.6 and higher.  5.2.8 has been
current for a while now.

Alternatively, you choose a non UTF-8 locale,
in your OS-Initialization or User-Login Initialization scripts.

If you want help for that, we need to know your current settings
(what kind of shell, what locale), e.g.,
by showing us what you get in the shell -- after  M-x shell in Emacs
from
	echo $SHELL
	locale
