[BioC] Annotation data packages for Windows updated

Hi all,

The annotation data packages in the metaData stable repository have
been updated.

This update resolves the following issues:

* Loading annotation packages displays a warning about the package
  being built with R 2.1.0.

* help.search is broken after installation of annotation data
  packages.

The update does not reflect *any* data changes.  The only change in
this update is that the packages were rebuilt with R-patched (as
should have happened from the start).
