[BioC] RSJava on Windows

I have gotten close with 0.67-3 but have had some library access problems.
There is a windows version of 0.65 of SJava distributed at Brian Ripley's
windows site -- http://www.stats.ox.ac.uk/pub/RWin/old/SJava_0.65.zip

This may suffice for some activities.  I would be happy to share notes
on how to get 0.67-3 installed.
