If you go to http://cran.r-project.org you will see a list of links.
Without more info it is difficult to guess what platform you are using
but for some reason I am guessing that you are using Windows. In that
case you are interested in a "pre-compiled binary". Click on the link
saying "Windows 95 or later". From then on it should be a breeze.
The link you got is for the source code for R, which you might find
useful in case you are using a *NIX system.
On the site mentioned above you will find a "R-FAQ", and on
http://www.bionconductor.org you will find a Bioconductor FAQ and a
HOWTO document. Please read all of this if you have any problems with
the installation. And please do it before posting to the mailing list.
Finally, this mailing list is for discussing Bioconductor, not R. Please
use the appropriate mailing list for your questions.
