[BioC] Win32 packages

With few exceptions (looks like affyPLM, rhdf5, Ruuid, gtkWidgets, RBGL,
and RdbiPgSQL are said exceptions), the devel Win32 packages should be up
to date on the web now.  Please let me know if you encounter any
problems.  I will be working on reducing the number of those exceptions to
a value that is somewhere between -1 and 1 asap.
