And then PICS seems to work without any problem.

Did you follow the documentation and installed GSL? It's
explained in the vignette.
You might also want to look at:

We provide binary versions that you can download from the page above.

I will add a sentence in the description file, it's there for
our other packages but not PICS.
Please let me know if you are still having problems.
