I maintain Rdisop, which includes a libims in C++,
I am shipping pre-built binaries for Windows, 
because the imslib configure script fails with mingw,
and build the library on the fly for Mac and Linux.

Please check out the Rdisop/configure* and Rdisop/src/Makevars* stuff.
