[Bioc-devel] portal-footer div misplaced on bioc's web pages

FYI: When viewing the BioC web pages under Windows XP and Internet
Explorer 7, the portal-footer div (which displays the copyright
statement) is being misplaced in the middle of the other content (making
that content difficult to read).  I do not observe this behavior with
Firefox.  Apparently this is a "feature" of microsoft's latest
javascript/CSS implementation.
