[RsR] Update 0.0.4 of nlrob.*() functions for robust nonlinear regression

You can download the 0.0.4 update of the nlrob.*() functions from:

Requires packages: PolynomF, robustbase (>= 0.9-8), ggplot2

= Changes =
* nlrob.MM: added the lqq psi function
* nlrob.CM: the stopping criterion of jde() now ensures that the
            constraint at the best candidate solution is fulfilled
* added tests for the jde() function (deopt-tst.R)
* added tests for the nlrob.*() functions (nlrobreg-tst.R)
* test-funs.R renamed to opt-test-funs.R
