[R-sig-networks] spectralGraphTopology release 0.1.0 is on CRAN

Hi everyone,

I'm glad to announce the very first release of the spectralGraphTopology
package on CRAN.  spectralGraphTopology provides functions to estimate
undirected weighted graphs from observational data.  It implements the
methods and algorithms recently developed in
https://arxiv.org/abs/1904.09792 and a more well-known graph clustering
method published in https://dl.acm.org/citation.cfm?id=3016174.

spectralGraphTopology lives on GitHub:
https://github.com/dppalomar/spectralGraphTopology.  We welcome all sorts
of contributions and feedback.  See
