[R-SIG-Mac] install.libs error

On my Intel mac Sequoia, I installed R from package manager at https://cran.r-project.org

How can below problem be fixed?

> source("https://mac.R-project.org/bin/install.R")

Usage: install.libs(names)

Example: install.libs('cairo')

names can be a vector or a special value 'all'.
See args(install.libs) for defaults.
> install.libs("QuantLib", action = "list")
