[R-SIG-Mac] Rebuild binaries when a LinkingTo dependency changes

As we currently do not know whether this is required, I always do that 
with the Windows repositories. Nevertheless, update.packages() is not 
aware of the new binaries as we do not bump the version numbers. 
Something that is in discussion for a long time already, but there are 
more important ToDo topics, unfortunately.
