Uninstall and reinstall command line tools.

...following the wisdom of the "homebrew doctor" solves it, i.e. remove and reinstall:

sudo rm -rf /Library/Developer/CommandLineTools
sudo xcode-select —install

Rebuild with export SYSTEM_VERSION_COMPAT=1
