[R-SIG-Mac] Ventura users: do not install R from the Downloads folder

MacOS Ventura 13.1 on MacBook Pro 2020: if the "Downloads" folder is not in the list of enabled folder for the Installer, then it asks you to add it and installation works. It will fail only if the folder is in the list AND it has been disabled (grey toggle). Which is quite understandable.
