[R-SIG-Mac] Symbol not found: _timespec_get

Jennifer,

that build in only for macOS 11 (Big Sur) and higher, older versions are no longer supported (neither by Apple nor by us). I'll update the installer to disallow installation on older macOS version to avoid confusion.
