[R-SIG-Mac] Problem generating an SVG file from a CSV file on the Mac - updated with test script and test data

I am an R newbie and when I upgraded to 3.6 I did nothing in addition (and I didn’t reinstall any packages).  
I don’t have a file in my home directory named .Rprofile or anything similar to that name.
