[R-SIG-Mac] Availability of nightly R-devel build

R-devel has moved to R-3-5-branch as with every release. We don't build R-devel at the beginning of the cycle, but I guess it's time to enable it again. I'll turn off oldrel and enable devel for the next nightly build.
