I'm not sure if that statement is correct. There are .dmg files at http://cran.r-project.org/bin/macosx/old/ and I'm pretty sure that is how R version for the Mac are distributed. Why not see if you can get satifaction with:

http://cran.r-project.org/bin/macosx/old/R-2.10.1.dmg

The binary Mac versions were cross-compiled for both architectures.

When I updated to 10.6.8 I was told by the Apple rep that they would soon be discontinuing availability of CD copies of that version. I'm pretty sure you will not be able to get that software from Simon or CRAN. You should probably be checking to see if you can get a working copy of Xcode.
