Thanks for the thought. I did try this but it did not work.
The gfortran compiler has the search path for the assembler hard coded and if it finds an assembler there, it stops searching. Only later it discovers that the assembler is not the right arch.
In the end, I had to symlink the ppc and ppc64 directories under /usr/libexec/gcc/darwin. That did the trick.
