[R-SIG-Mac] C extension, Makevars ignores PKG_LIBS

I will note that shoving MAKEFLAGS="...." into my env. before R CMD
INSTALL ....
does the right thing, but thats sort of not...ok. ;)

Any help, ideas, etc? Thanks.
