None of those. The bug is in R.app, a separate project (with a
separate group of maintainers). 'htmlhelp' was deprecated in 2.10.0,
so it seems no one reported this for well over a year.
In R.app, look at the data.manager() function, and fix() it to use
help_type="HTML".
Hopefully the R.app maintainers will fix the sources ....
