Not able to reproduce with my chosen default (the CMU repository).
Sometimes repositories are offline for maintenance. Is this a
persistent problem or have your tried other repositories. (I did check
the link your system was reporting problems with and it seems to be
online at the ment but it appears to have a rather shallow collection.
The packages are in name order and they end at GSM.)

The repository at http://lib.stat.cmu.edu/R/CRAN is much more complete.
