What happens when you look at the contents of:

/Library/Frameworks/R.framework/Versions/2.9/Resources/library/tcltk/ 
libs/i386/

... with either the Finder or using a Terminal session. Is it there?

And when you look at the contents of /usr/X11R6/lib/ with a Terminal
