You didn't install Tcl/Tk which is crucial for Rcmdr. Tck/Tk is  
included in the CRAN R binary, while installing R select "custom  
install" and enable Tcl/Tk in the list. (FWIW you may consider  
downloading more recent R 2.2.0).
