The prebuilt version of R.app uses a R.framework configured to use g77
and gcc3.3 as stated on Simon's Wiki page.
But you can build the R.framework yourself on Tiger following Simon's
note.
R.app is not really concerned about the version of gcc/fortran used as
it calls R to build and install packages.
