[R-SIG-Mac]File Menu commands not working

I downloaded R1.40 Full twice:

My problem? Most of the menu commands under the FILE menu do not work

Command			Works?

New Edit Window		Yes
Edit Object		Yes
Source File		No
Open File for Editing	No
File Show		No
Load Workspace file	No
Save Workspace 	As	No
Page Setup		Yes
Print			Yes
Save			No
Save As			No
Close			Yes
Quit 			Yes

Is anybody else having this difficulty?

Here is my system setup: briefly, OS 9.2.2, Carbonlib 1.5, PB G3 500 
Firewire, latest firmware update; default 45000K allocated to R; 
virtual memory on.
