[R-sig-hpc] Rmpi for Windows 32bit and 64bit

Hi.

I finally made Rmpi run under Windows 64bit and simplified how to load
Rmpi under both 32bit and 64bit windows. See the instructions at
http://www.stats.uwo.ca/faculty/yu/Rmpi/windows.htm

I haven't test this setting under multiple windows yet. I need to fix
mpichhosts function due to various registry changes among different
windows.
