[R-gui] Tinn-R 1.16.1.5 stable was released

Unfortunately, it does not run on, e.g., Windows NT4.0SP6, for example.
Translation of the error message:
Entry point "SHGetSpecialFolderPathA" not found in "shell32.dll".
