Linking to GEOS 3.9.0dev, GDAL 3.1.0, PROJ 7.0.1
Note I'm using release gdal, that I none the less built from source as I
had to enable Mr. Sid for some particular
data. Couldn't get GDAL 3.2.*dev working but still toying around with it.
