[R-sig-Geo] cannot install rgdal after updating to fedora32

Using the new --disable-loadflags in install.packages:
install.packages("rgdal_1.5-13.tar.gz", repos = NULL, type = "source",
configure.args = "--disable-loadflags")
should solve the issue.
