[Roger Bivand]

rgdal 1.5-10 published on CRAN - thanks to the CRAN team for a quick 
release. Almost the same as RC 1.5-9, unlinked http://www.epsg.org because 
many find the link blocked in browsers for security reasons. This updates 
1.5-8 to accommodate requests to permit GDAL < 3 with PROJ >= 6 (with 
configure argument --with-proj_api="proj_api.h"), and many other configure 
tweaks.
