Is the smoking gun: 'format.stata = "%9s"'? What generated the data - was 
it for example read into R using foreign, haven, or some other function or 
package for reading stata objects? What function in Stata generated that 
file (if made in Stata)? Could you please provide the full context 
including the lines of the Stata do file used? Some seem to use Stata for 
mapping:

so we need to know what made the object, and whether it could have made
