Thanks to excellent work ny Jeroen Ooms, I have used rtools4 to build
current development sp 1.4-2 (https://github.com/rsbivand/sp) and rgdal
1.5-8, SVN rev 960 (https://r-forge.r-project.org/R/?group_id=884) Windows
binaries using static linked GDAL 3.0.4 and PROJ 6.3.1.

So all Windows users who need to check sp/rgdal/raster workflows can now
just locally install binaries downloaded (at your own risk, checksums
provided) from http://spatial.nhh.no/R/rgdal/rtools4-zips. The same
applies to package maintainers of packages degraded by migration to PROJ6+
and GDAL3; on Windows you now have the sp/rgdal framework against wich to
test without needing to install PROJ or GDAL separately.
