[R-sig-Geo] NewBie Question: Splitting shape file in two

I found the shape file for India with States in

Unfortunately this is outdated  (Andra Pradesh is now divided in two 
parts Telangana and Andra Pradesh)

Can someone

1)  point me to a more recent shape file which contains this change
2) point me how to draw a seperation line (Possibly via QGIS) so we have 
two states in place of 1
