[R-sig-Geo] graticules for maps in R

Hello, I've put together an R package on GitHub for building and plotting
graticules in the ways that I wanted.

Graticules are the grid of longitude and latitude lines on maps, and in the
readme for this package I show a few examples and discuss why I created a
new approach.
